Gas is faster than an injected drug. As a gas, the agent is absorbed directly into the blood through the lungs (which, if you think about it, are organs specifically adapted to exchange gas with the outside environment as rapidly and as efficiently as possible). From there, it is perhaps about 3 seconds to pump that blood to the brain where it can start having its soporific effects (or the rest of the body, where it causes paralysis, or whatever).

An injected dart, unless it hits an artery or vein, will inject its payload into the muscle or fat. Diffusion of the chemical from the site of injection into the blood tends to take tens of minutes.
