In any case, the discussion of All-out anything to simulate a move is merely a question of how effective and risky you want something to be. If any attack is going to be more effective and risky, it's All-out. Otherwise, Committed or less. If a move is described to me as involving a commitment of the person's center mass--throwing their weight into a given maneuver--I tend to label that as All-out. If you view this as a reliable option that doesn't always have to work as intended to be effective, then it most certainly isn't All-out.
As with so many things in GURPS, you call it as you see it.
