Requires Gestures -10% is far more limiting - if either hand is restrained in either way or if your lower body is fully immobilized the ability doesn't work. Downgrading that to not working if your left hand is restrained is -5% at best.

not just restrained, but crippled too. and theoretical situations where its not really restrained, but you still can't move it.

Requires Gestures seems to require that both hands be fully available for use, so I'd say it would prevent a character with a crippled hand from using it. Also, Requires Gestures requires you to actually move the hands, so anything that prevents you from doing so - even if it isn't explicitly a restraint - is going to prevent it from working.

The gestures above are also visible. Your Limitation really is "Requires Gestures, Left Hand Only," which is a lesser version of Requires Gestures.
