Multiple projectiles and FP cost

If I make a power with a RoF above 1 and an FP cost of 1, would you have to pay the FP cost once for each shot, or pay it once and fire as many times shots as you want that turn (up to the RoF of course)?

FP is per use on Innate Attacks, meaning 1 FP per turn.
