Cheat Card and Enhancer question

If a item is already in use through use of a Cheat! card, can an enhancer (that also can not legally be used) be used on that item? Or would that require a second Cheat! card?

You couldn't just put the enhancer down without another Cheat! card.

Cheat cards can only be used on Items and have limited use on Enhancers that are items (these are rare) (see the sticky for how a Cheat card can be used)

So the Cheat card could not be used on an illegal regular non-item enhancer to make it legal to be used on a Cheated item.

Let me think of a way to say that in a clearer way.
