Cheat has been one of the more complicated cards to deal with in the set, and farther down that thread, Andrew and Erik mentioned working on a clarification to that section of the FAQ. Once it's done, it'll help a lot. :)

That section of the sticky that discusses the Cheat! card precedes the newer version of that card found in the most recent printings. The only difference: Cheat! can now be used on an Item you could use without it. It's not a major change, but one that has been a low priority to fix, at the given time.
