Powers p.143 does not agree: it uses Affliction (Alternate Form) to turn people into frogs, and the frog's racial template would be a metatrait. A Liliputian template would work just as well.

I don't see that's necessarily the case when the metatrait does not specifically include human form, or any particular form.
