[Powers] Fire Extinguisher Ability
Not sure what the best way to do this is. I'd like a power that would do Toxic damage to things like fire elementals. It would also put out fires. Is this an Innate Attack, an Affliction, or what? How would you build this? It's not just an Accessory perk, is it?

Go to the Powers book for things like Create (Water) and Control(Fire).

Would either work as an attack that did damage to an appropriate target, like a fire elemental? After all, technically without Abilities At Default you can't use a Control / Create Fire power as a damaging attack against normal creatures, right?

Assuming the fire elemental had a vulnerability or weakness to water it would get extra damage. And being able to put out a normal fire is a reasonable special effect. Special effects often get you extra little things and drawbacks and that is ok and normal.
When its too much extra then someone has to pay more but in this case the fire elemental did that for you by getting extra points from a disadvantage. |

Toxic attack with appropriate limitation and an Accessory perk.

Depending on the kind of extinguisher, the toxic attack might be very limited--some fire extinguishers use non-toxic chemicals (so they'd only be toxic to a creature made of fire). I hope this helps.
