Attribute Modifiers: DX+1 [20]; HT+2 [20].
Advantages: Beautiful [12]; Resistant to Disease (+8) [5]; Voice [10].
Perks: Extreme Sexual Dimorphism 2 [2]*
Disadvantages: Shyness (Mild) [-5].
Features: Taboo Traits (Aggressiveness, p. 8; Genetic Defects; Mental Instability).
Date: 2061.
Cost: $127,000.

*Extreme Sexual Dimorphism
You have exaggerated male or female sexual attributes. This gives +1 to Sex Appeal – but also +1 to others’ attempts to identify you, and -1 to Disguise or Shadowing when trying to remain anonymous. You may purchase this perk up to three times; both the bonuses and the penalties are cumulative (i.e., Extreme Sexual Dimorphism 3 gives +3 to Sex Appeal and attempts at identification, and -3 to Disguise and Shadowing). Cosmetic surgery might grant this perk, especially given TL10 medical technology. However, opting for such an appearance is widely considered gauche in 2100.

Bio-Tech 4e:

Attribute Modifiers: HT+2 [20].
Advantages: Appearance (Handsome) [12]; Resistant to Disease (+8) [5].
Skills: Racial Skill Bonus (Sex Appeal +3) [6].
Quirks: Distinctive Features [-1].
Features: Taboo Traits (Genetic Defects, MentalInstability). Females also have Taboo Trait (Aggressiveness). Both sexes have exaggerated sexual characteristics: Males are blatantly muscular with abundant body and facial hair, while females are very curvaceous and have soft, delicate facial features.
Availability: $116,000, LC3. Sub-Races

Select one of these lenses:
Female Avatar (+24 points): DX+1 [20]; Voice [10]; Responsive [-1]; Shyness (Mild) [-5].

Do I keep Racial Skill Bonus (Sex Appeal +3) [6], Distinctive Features [-1], & Extreme Sexual Dimorphism 2 [2] or must I drop 1 or more of these?

Also, if a man has “Exaggerated sexual characteristics: Enhanced Male Primary Sexual Characteristics”, but not “blatantly muscular with abundant body and facial hair” which of the following or combo “Racial Skill Bonus (Sex Appeal +3) [6], Distinctive Features [-1], Extreme Sexual Dimorphism 1 or 2 or 3” would he have?

You go with one template or the other. The Perk in the THS version serves the same purpose (though they aren't mechanically identical) as the skill bonus and quirk in the BT version.

One is setting specific, the other is a milder generic version. Since I gather you are mining books for your own setting, I recommend just treating both of them as inspiration and building your own that is setting appropriate.

Well this is extreme dimorphism, pants might not help.

Yeah, ESD has always been something that's puzzled me when applied to male characters. It seems like in the vast majority of situations (at least in most settings), there's no way it would have a positive *or* negative effect.

I know drawing guides advise keeping female faces closer to the human average, while exaggerating the shapes on men, especially chins. So a distinctive/prominent chin might count

Would baldness count?

The original description for the perk explicitly states "primary male or secondary female" sexual characteristics.
