In order to define a non-localized spirit, it occurred to me that Body of Swarm (with Scattering) might be very useful to represent this. But would it be appropriate to apply the modifier directly to Insubstantial as if it were a type of Injury Tolerance or would it be better to also take Injury Tolerance: Diffuse? I'm suspecting the latter, since other Insubstantials can affect an Insubstantial as if they were a normal character, but I can also see an argument for treating Insubstantial as a type of Injury Tolerance.
