Default Parrying with a Flail

A Morningstar weapon has Parry U0 and Note [6] as per Basic p. 272.

So attempts to parry it are at -4/-2.

However, parrying with the Morningstar or other flail weapons is possible without any penalty (when the unbalancedness does not forbid it due to a previous attack).

Is this intended?

It appears to me that parrying a sword with this should be as least as difficult as parrying with a knife, which is at -1.

House-ruling this is trivial, I was just wondering what the intention behind U0 was.
