Default The cult of power worship

In a few adventures there's been some isolated cultists who are trying to harness powers man was not meant to know for unspecified ends.
Well now I've got such a cult out to bind Gemshimmer to their whims (good luck with that), so what have you done to flesh out this sort of cult in your games?

I've given them lots of spells that are not in ITL. Nasty ones. Subtle ones. Forbidden ones.

I'd love to see that list of forbidden cult knowledge. Any chance you'll publish it?

I must not be very good at this. The only "cult" to be found in my game is a bunch of back-to-the-land halflings who've been persuaded of a very suspect history and just may not make it through the winter.

Not quite the scary and ill-considered attempts to bind Gemshimmer (who or what?) nor the cult with secret, powerful and fearful magical knowledge. On the other hand, their leader can spin quite a tale, as long as you want the moral to be: halflings good, to hell with the rest of the bums.

I finally figured out how the local cult started, but it's very specific to that setting. (Other than the standard wizards go mad because magic is an echo chamber of madness.)
