Are there rules anywhere for a steel lance, like the Uhlan cavalry used?

The last units to do that may have been crazy Polish "winged" Hussars and their lances were something like 50% longer (and made to break under heavy impact). Winged hussars disappeared centuries before the WWI Imperial German army weapon you linked to. So it's thrusting weapon with maybe an extra yard of Reach over a cavalry sabre. It's not the chivalric Lance you see in Basic.

I'm not aware of any specific rules for replacing the haft of a wooden weapon with steel, but you could model it as a Fine or Very Fine lance.

Yep, I think that's the right path. Perhaps even give it an Armour Divisor of 2, if it's anachronistic and up against armour that wasn't designed at the time to deal with it (it might have more mass, more rigidity, and a more consistent sharpness).
