I actually agree with cccwebs, TK should not count as fine manipulator. Fine manipulator does only mean that you cannot grip something and carry it along, its much harder to do with TK since concentration is needed, unlike with your hand you can pick up anything without even thinking about it.

Additionally no legs is a zero CP disadvantage if you can slither like a snake (even though you cannot jump and kick). So it is only fair to apply no finemanipulator for a snake even if it knows TK.

Funnily enough that arm DX (for one arm [12] or both arms [16]) is more expensive than DX without basic move or speed [10]...

You're a tad off here. Basic move only goes up once per four points of basic speed, and is completely uncoupled from the DX+HT formula. So you'll only get back 5 points for selling back your basic speed, not 10.
