Default Singing based on IQ

Our gaming group would like some input on basing Singing on IQ using Attribute Substitution.

By default, Singing is HT (E). By Attribute Substitution (Perks p. 15):
HT-based skills for movement can shift to DX (“Swimming
based on DX”), those with a social side can move to IQ (“Sex
Appeal based on IQ”), and those for cinematic combat effects
or resistance can become Will-based (“Body Control based on
Will”).
Singing may not be technically a social skill, but it is mentioned several times in regard to social interactions in Social Engineering and, like Sex Appeal, its use is entirely social (if you don't count singing alone in the shower).

Also other musical skills are based on IQ.

Does it sound valid to allow Attribute Substitution for Singing based on IQ (E)?
