Singularities
Im building a super that can create or can be a blackhole "singularity"
How would I go about that? |

That would be Create Matter, at extreme levels. Of course creating one that was not microscopic would destroy the planet.
It might be more practical to define the gravity, light absorbing and time dilation effects you want, and build powers accordingly. |

What do you want him do with them? Create micro-black holes that punch through people doing damage? Attract objects and life from around him and destroy them as they make contact?

I agree - start with specific effects you want and go from there. GURPS is not going to give you a points-friendly method for creating a true black hole. Think instead of what effects you want to create and buy those - the "black hole" then becomes part of the associated special effects.
As a note, the term "singularity" in this case refers to a specific region at or near the center of the black hole, and varies a bit based on the type of the black hole. Plus, it is a mathematical construct that probably does not actually exist the way it does in the ideal mathematical solutions, and regardless has no effect on anything outside the black hole itself! |

First of all, I doubt that they do - not a physicist myself, but as an engineer I don't think that they would as anything other than extremely small-scale phenomena.
Second, my point about being "inside" the black hole was really meant to refer to the fact that whatever happens AT the singularity is of no real important to anyone buy physicists - any life or technological creation will be destroyed before reaching the singularity itself. |

How to build this depends a lot on how powerful or large a blackhole he can become or create.
If he can create and shoot out the black holes like bullets then they'd probably ignore armor and do up to as much damage as you want. Or you could build it like a ranged area attack with a linked telekinesis effect that pulls enemies around it into the area of effect. |

Alternate Form for fifteen points should do it. You can choose any weight you want for your character for free.
If you can't get away with that, then a high enough level of Growth should cover you. On the other hand, it costs considerably less to do the same thing with the Enlarge spell from Magic.
