Instead of buying TK twice at full cost, isn't there a way to buy it in two or more distinct configurations but being able to choose one for each situation?

For instance having TK with very strong ST at close ranges and paying a little extra for having also a different alternative that would have small ST but long range?

Most of the time, range would be smaller than 30 yards anyway due to range of the weapon. Thus this should be the focus. However, would be nice to have the option (even if less capable) of also calling it from long ranges.

There's a few ways to do this, but the most straightforward is probably just to go the Alternate Abilities route. Take multiple versions, and you only pay full price for the most expensive one. The others are 1/5 price, rounded up. Technically this means it'd take one second to switch the 'version' you have ready, but that's probably not a huge problem for something you don't expect to be using often.

The TK 5 and TK 15 of my example add together to TK 20 (hence Move 20). If you want TK that is stronger when it's closer to you, that's the way to build it. Stepping away from our specific example for a moment (largely because all the Limitations in play make it a bit harder to play around with), let's say you've got someone who has TK 10 that extends up to 500 yards away, while within 10 yards it ramps up to TK 20. This would be TK 10 (Increased Range 50x +50%) [75] + TK 10 [50], for a total of [200]. Or maybe you have someone with TK 10 within 10 yards, and is at -2 to TK for every ~doubling of range beyond that - this would be TK 2 [10] + TK 2 (Increased Range x2 +10%) [11] + TK 2 (Increased Range x5 +20%) [12] + TK 2 (Increased Range x10 +30%) [13] + TK 2 (Increased Range x20 +40%) [14], for a total of [60]. Whatever permutation you'd like, you can probably manage. While I write it as two (or more) separate instances of TK, it's really just a character with TK 30, TK 50, or TK 10, with certain Enhancements/Limitations applying to some fraction of the total.

EDIT: For our example, let's say you want to have the ability to pull the axe to you with TK 30 (thus, ST 30 and Move 30) within 30 yards, and from up to 200 yards with TK 10 (thus, ST 10 and Move 10). This would be TK 20 (Accessibility, One specific object, -80%; Attraction, -60%; Independent, +40%; Reduced Time, 1x, +20%; Increased Range, 3x, +15%*; Magic, -10%) [25] + TK 10 (Accessibility, One specific object, -80%; Attraction, -60%; Independent, +40%; Reduced Time, 1x, +20%; Increased Range, 20x, +40%; Magic, -10%) [25], for a total cost of [50]. Note once the returning axe gets within 30 yards of you, it immediately boosts to Move 30.

*Increased Range is +10% per +2 SSR (x2, x5, x10, etc). It follows, then, that you could have +5% per +1 SSR (x1.5, x2, x3, x5, etc), so x3 would be +15%.

EDIT2: An alternative to the above, if you want the axe to always move at Move 30 but only have ST 10 when further than 30 yards, is certainly possible, but a bit more complex. You basically buy the full TK 30, but you give it Increased Range 3x +15% and Increased Range 20x +25% (the difference between the +15% of 3x, which you've already paid for, and the +40% of 20x). To the latter, you apply a Limitation, Move Only -40%, making it +15% total. The Advantage is then TK 30 (Accessibility, One specific object, -80%; Attraction, -60%; Independent, +40%; Reduced Time, 1x, +20%; Increased Range, 3x, +15%; Increased Range, 20x (Move Only -40%) +15%; Magic, -10%) [60]. I'd suggest replacing the 3x and 20x with 30 yards and 200 yards, just to avoid any confusion (looking at it a month later, you might forget if the 20x is meant to apply to the original range of 10 yards or the new range of 30 yards).

EDIT3: Wait, no, the above is incorrect (it gives you BL 0 beyond 30 yards, which is pretty much useless). What you actually need is TK 10 (Accessibility, One specific object, -80%; Attraction, -60%; Independent, +40%; Reduced Time, 1x, +20%; Increased Range, 20x +40%; Magic, -10%) [25] + TK 20 (Accessibility, One specific object, -80%; Attraction, -60%; Independent, +40%; Reduced Time, 1x, +20%; Increased Range, 3x, +15%; Increased Range, 20x (Move Only -40%) +15%; Magic, -10%) [40], for a total of [65].
