Default Quick Question: Fear spell as a power? Adding fear as a modifier to an affliction?

Yes, I have seen the Terror advantage. I love and hate it. I want something more like the Fear spell from Magic. I want to be able to add a modifier to my affliction and cause fear with it. I have searched and searched, but I can't find anything on doing that, and I can't figure out what to price it as. I'm surprised that I haven't found tons of stuff on this because it really seems like a common ability idea.

This seems easy enough. First question...
What do you want the Fear to do?

If it hampers combat ability then use Daze, Itch, Agony, etc.
If it makes them pass out Unconsciousness or paralysis.
If it makes them run away then I think Unconsciousness is a fair price as having them run off is better from their point of view ten being helpless but from your point of view having scared people run off can promote fear in others and have various benefits.

I want to affect a single target and not everyone who sees me or whatever. I guess instead of the Fear spell, I'm looking for something more like the Terror spell, but only usable on one target.

+Selective? If you can never use it on more than one target, then perhaps the inverse of Area Effect.

Thank you for the clarification! I was under the impression that it affected ALL within 10 yards. That sounds perfect! Sorry for the huge misunderstanding. I feel so stupid, but I get it now!
