As written, Ally mentions "earned points" and nothing about disadvantages gained in play. The way I've done it, and honestly assumed was the intent, is give the NPC unspent points equal to those earned by the PC, adjusted by whatever fraction they were built on. Then I'd spend these points whenever it seemed appropriate.

Personally, I haven't had any problems with this. For a rat built on 4% of the PC, finding stuff to spend 1 point on every 6 to 8 sessions shouldn't be hard. Getting or improving Luck, for example would take between 94 and 125 game sessions!

That is the way I've done it too, and it seems the natural reading of the rule.

It is definitely easier to handle earned CP with the rule in Supers allowing for <25% Allies.
