Precognitive Parry
Under Precog Parry (P62 Martial Arts) it states, "This skill allows you to parry attacks that normally come in to fast to parry- bullets, beams, etc.- without having ETC." In the last paragraph of ETS it states, "Somethings (eg lazer beams ) simply travel to fast for you to react." Martial Arts book is implying I can do something that I normally cant do to begin with. Can I get some clarification?

Yes, Precoginitive Parry lets you parry lasers, whether or not you have ETS.

You can parry neither bullets nor beams. If you have Enhanced Time Sense: You can parry bullets with Parry Missile Weapons skill at -5 (p. B212), but you can do nothing against beams. If you have Precognitive Parry: You can parry bullets and beams regardless whether you have ETS or not.
