If I'm not mistaken, you can purchase and download anything from Warehouse 23 without an account. You just don't get access to the order history page where you can redownload anything you've bought in the past (which came in handy when I had a hard drive failure a while back).

As far as I understand things ...

You can post copies of GURPS Lite on your own website for free (GURPS Lite, page 1: "You may distribute this PDF file freely under the above restrictions, and post copies of it online.").

You can write adventures as a fan and publish them on your own website, as long as you respect Steve Jackson Games Online Policy.

You can post pregenerated characters, as long as you respect Steve Jackson Games Online Policy too.

But you cannot bundle the adventure nor the pregenerated characters in the same PDF than GURPS Lite (page 1: "You may not remove any part of it. You may not change or modify it, except that retailers, distributors, or conventions may add “Courtesy of (name)” at the top of this page.").

It doesn't prevent you to show the three (GURPS Lite, the pregenerated characters and the adventure) on the same webpage. GURPS Lite just has to be a well-differenciated file to download.

If you want to sell your adventures, you don't anymore do it as a fan. You have to contact Steve Jackson Games to enter in the Powered by GURPS program.
