Alternative ways of earning points (of any kind) aren't in the supplement because its mission was to discuss spending, not earning. Rules for assessing point awards – for mission completion, good roleplaying, coups, kills and loot (DF-style), making the GM laugh, giving concessions to the GM (FATE-style), reversing any of the point-spending measures in PU 5, etc. – could fill their own volume. My assumption was that they likely would, eventually, so I should stick to my mission and not step on toes.

This refers to offering alternative balances from which to take points to spend on impulse buys (such as Impulse Points). It's talking about which box on your character sheet the points come from, not how the points got onto your character sheet.

I don't really need new GURPS supplements-- Basic Set, Hight Tech, and Martial Arts contain more than I'll ever need, but these new Power-Ups supplements look just plain awesome. This approach to Compendiumization is just so much more fun and accessible than the way it was handled under 3e. If all I get for Father's Day is a lame tie, I will probably be back by e23 to get this one.
