Relitive Skills bug or feature?

As I understand it skills (With few exceptions) relative stat should be
[attribute]+-#
Mine seem to be showing [attribute]/2+#

is this a bug, if not where does this feature come from?

Which version of GCA ? 4 or 5 ?

Either way, you probably loaded the variant ruleset "Gurps Pyramid 3-65 Half Stat Defaults"

You can check what is loaded :

In 5e under File/manage your Library

In 4e, it will be in Tools/options/data set
