Car thieves in Action don't use Lockpicking. They used Forced Entry and a special tool for opening car doors that they slide in around the window. Dealing with tracking devices is more of a concern.

Where did you read this? Because that's not the impression I got from Exploits, which seemed to imply that Forced Entry would likely be unstealthy and involve damaging the car door or window.

The fact that the door bar thing makes it (relatively) easy to pick a car door lock is a symptom of two things: a ridiculously specialized tool giving a very narrow bonus, and the rather crappy nature of car door locks. Even trying to go in through the lock the old fashioned way, each company tends to have only 10-20 actual unique key patterns per vehicle type (possibly entire product lines).
You COULD accidentally open the wrong car in a parking lot if you weren't paying attention... or deliberately do so if you don't mind trying to look inconspicuous while you walk around looking for more Honda Civics to try out!

If we're all going to be frank, car locks are mostly there to keep honest people honest - even more so than house door locks. Dishonest people are going to chuck a rock through the window, grab your CDs or GPS or anything else not nailed down, and book it. Actual car thieves are going to basically waltz past the door lock.

Any lock on a door with a glass window in it is fluff.

That might have been a niche protection thing. I would think most GMs would allow buying Lockpicking and such with the Criminal lens if the concept is "car thief."

On a related note, why does the Car Thief lens in Action 4 use Electronics Repair (Security Systems) rather than Electronics Operations (Security Systems)?

Operaion is about using equipment properly.
Repair is about fixing and tearing it apart.

I know but usually the skill for bypassing electronic security systems is Electronic Operations, not Repair. That's what the Infiltrator template uses.

You need Electronics Repair (Security) for car alarms and vehicle-tracking systems; see Action 2, p. 23. Such things are installed in a way that puts the bits with which you can interact inside the guts of a vehicle – there's no security station with controls to mess with, as in a building. And note that to fiddle with a local sensor in a building rather than the controls, you also need Electronics Repair (Security); see p. 22. The infiltrator has to learn Electronics Operation (Security), it's true, but Electronics Repair (Security) is on the list as well for sneaks who want to deal with more than just electronic locks.
