It just means that level of light is irrelevant. No Eyes [5?] is a separate trait.

It doesn't say it grants 360 vision, or lets you see through blindfolds or when you have a face full of pepper-spray. Or in blinding bright light.

If you have ESP sight then you have to buy those things separately.

No, that's completely false. Note that it's called "vision" and the description uses the verb "see."

This is GURPS; it can be really easy to mistake an actual Advantage or Enhancement for a Special Effect. 360° Vision is a good example: just going by Characters p.43, the number of eyes doesn't matter, thus 0-2 should be valid choices, and its always a physiological Advantage. Then when you read Powers p.39, you find out that while you can have it work in other ways, having it work differently costs extra.

Panoptic 1 and Panoptic 2 directly address those aspects. If somehow your eyes can see 360° even though they aren't oriented that way, most likely by something that simply gathers all the light into said eyes, that's Panoptic 1. If you can see 360° degrees regardless of the state of your eyes, that's Panoptic 2. It makes sure to clearly state that injuries or obstructions to your eyes won't blind you, but if you also are supposed to "see" in the dark as well, you'll need something like Dark Vision. So what appeared to be purely Special Effects in Characters are spelled out Enhancements in Powers.

All the same, I can't completely rule it out... in which case we really need someone that actually knows the official intent of the RAW to weigh in; its cost could indeed explain an assumption that it works without relying on your eyes.

Yes. I thought I remembered this being confirmed by Kromm here in the forums, but I cannot find such a post... it may be my memory playing tricks. Powers p87 notes that you cannot have vision advantages (including Dark Vision), if you have Blindness, which certainly seems to confirm it's relationship to having eyes.

This Panoptic 2 stuff is getting really wierd. 360 Degree Vision + Panoptic 2 costs 40 points. 360 Degree Vision + Injury Tolerance: No Eyes costs 30 points and does the exact same thing.

IT:NE actually does more, since it also removes those (admittedly tiny) weak spots in the front of the skull.

I don't use the Panoptic modifiers. If you have a lot of eyes, and this will be noticed as something , that's just a Disadvantage.
