You could draw on Dresden Files or Storypath, and have something like “plot appropriate strength”. Basically, strength or something changes based on your opponent. A st +0 version would mean, against a bully with human strength, you have human strength. Fight Thanos, and you have Thanos strength. St+3 makes you always stronger than your opponent.
Usually not realistic, but makes sense for some genres. in Dresdenverse, the justification is a god who really likes free will, and gives the human just enough power to fight supernatural baddies on a level playing field. |

I'd personally call a Cinematic Power Modifier as "Pact: GM" per GURPS Powers, p. 104.
