Default Grim Reaper Abilities

So I was reading the excellent "Soul Reapers" article in Pyramid #3/99: Death and Beyond, and I was inspired to create a full-fledged reaper for a Supers/ Urban Fantasy Campaign. The big question is how big of a discount "Accessibility, only on the dead and dying" should be, especially for a character who's schtick is that he interacts with the dead a lot. I was thinking about adding that limitation to "Gift of Tongues" from Powers: The Weird in order to enable the reaper to communicate with souls from all over the world. Another question is how to create a "Deathbed Warp" that allows the Reaper to show up anywhere someone is currently or soon to be dying and/or dead. Blind seems obvious, as well as Reliable and Reduced Fatigue Cost (So he doesn't end up panting, exhausted, in the middle of Siberia), and some variation of the above Accessibility limitation. Thoughts?
