Yes, presumably you'd primarily want it for the ability to detect cerebral hemorrhaging, not the ability to detect severed limbs.

The Diagnosis skill clearly states you don't need to roll to detect visible injuries.
As for the pricing of the advantage, I don't think I'd go past Common for all diseases
