Default [Powers] Leech build, critique

Based on this thread and the discussion here, here is a build for Leech with Area Effect:

Leech (Accelerated Healing, +25%; Area Effect 1, 2-yds, +50%; Cosmic, No die roll required, +100%; Emanation, -20%; Independent, +70%; Malediction, +100%; Only Heals ER (Magic), -20%; PM: Magical, -10%; Selective Area, +20%; Steal ER (Magic), -25%) [97.5] for first level, [15.6/level] thereafter.

If I did this correctly, this ability will drain 1-ER from each target in a 2-yd radius with no die roll required (though the target still gets their resistance roll) and recharges the possessor's ER with the points drained.

How does this look?

I don't think "Cosmic: No Die Required" works for anything such as Malediction, in other words, quick-contest...

But then again, I am not 100% sure...

It does. I believe explained in Psionic Powers...

EDIT: Dang, I'm not finding it, though...Anyone help me out?

I would use Aura rather than an Independent.

Cosmic: NDDR isn't supposed to apply to resisted abilities but it's been more or less ok'ed for presuming a zero margin of success. That does mean any successful resistance roll would avoid the effect.

Leech says in its description that it can only affect one target at a time. Do I need a "Cosmic, can affect more than one target, +50%" in there?

Leech (Malediction) requires you to take (Ranged, +40%) first.

(Cosmic, No Roll Required) isn't usable on quick contests it only handles pass/fail success tests. You can go with (Cosmic, No Quick Contest, +300%) (Not RAW, compare to other defense breakers (Irresistible Attack, +300%) and (No Active Defense Allowed, +300%)), stack Accurate (+5% per +1) or stack Extra Will (Only for Purposes of Specific Power, -80%) (Not RAW, but reasonable).

(Independent) should be the +40% version, not the +70% version, as neither Leech nor Malediction include penalties for simultaneous use.

Everything else looks fine.

Area Effect (hits everyone in area) coves that.
