GURPS is usually quite specific in its use of game-mechanical jargon, but it is not certain that the distinction between damage and injury is deliberate. Hopefully Sean Punch will clarify the matter tomorrow.

Damage and injury are very distinct things, but if Basic isn't as strict as later books, this would certainly not be the first thing that wasn't completely resolved until after the release of Basic. Also, Side Effect predates Damage Reduction, so it doesn't surprise me that the one doesn't take into account the other.
