It's not really an issue of it generating good characters as a lot of players wanting more input into the kind of character.

Does the character himself breathe fire, or is it only the pet that does so?

No. I've played in a campaign of Mutants and Masterminds, and I didn't really like it as a system; its powers had too many package deals. I like some of the published settings, but I'd be more likely to run them in a different system.

The character shoots fire. His pet just has the same power.

Drop Pet, Psionics, and Lowered Intelligence, and you have someone who invented a device that vibrates them just out of phase with reality. It apparently can also project vibrations at others, presumably when not being used to remain incorporeal.
