Default Are supernatural attacks obvious?

If a character with Malediction uses his power in a crowded subway terminal, is it clear to passers-by (and the victim) what's happening, or do they only see the effect on the target? What about other supernatural attacks? Can an Innate Attack be entirely covert, requiring no obvious gesture by the user?

Without Low (or No) Signature, yes.
