Oh, is the Blood Agent limitation only on the Decreased Immunity enhancement, not on the entire Mind Control ability? Did not realize that... and with the Power Talent, it looks like they've got 17 on their side of the Quick Contest. So, you'd need to assemble a team that uniformly had high Wills and other resistances like Mind Shield, I suppose, but then you'll need that in order to do much of anything against these guys.

Well, not now that you gave them Unbreakable Bones, it isn't. Otherwise, though, it doesn't seem that Supernatural Durability prevents you actually being injured, just determines how you deal with it.

The in-game appearance of an effect and the game effect itself are separate things. Or at least they can be separate things.
Actually, since buried vampires will quickly be down to -1 x FP, they'll either be unconscious, unless you rule that 'knockout' includes that form of unconsciousness as well, or at best 'on the verge of collapse', requiring a Will roll each turn to do anything other than Do Nothing, and that includes concentrating on Mind Control. Or use their Healing ability.

Do any of them ever remove their hearts and put them in safes?

Why have both of these? Independent Body Parts allows you to Reattach severed limbs or extremities, but Unbreakable Bones means your limbs or extremities can't be severed.

Yes, on Decreased Immunity 3 (for both Mind Controls, Mind Probe, Mind Reading) only; and on Telesend (Secure). Once they have tasted you, they can take effective ownership of their victim. (The Blood Agent on Mind Control for Vampires in MH1 is precedent for the idea.)

Yep. They are not without weakness. I could make them so ... but as True and Once-Human Vampires are intended to be playable as PCs ... I'd rather they have weaknesses.

The precognition with perfect danger sense (and the combat-only enhanced time sense) means they won't go down to surprise (absent something that makes you invisible to precognition).

I imagine that, while not actually painful what with having SD, it would be very uncomfortable to do so, and so wouldn't be done by a True. A creative Master might, but they have the full Independent Body Parts advantage and so it wouldn't affect them.

Overcompensation. *grins* You raise a good point though; I believe I shall remove the Independent Body Parts then as those two effects do contradict each other. Fixing.

True and (Free Willed) Once-Human, yes. Master, no. Masters are intended to be Big Bads. I'm expecting to get (maybe) one PC True Vampire, and if not I'll introduce a NPC using the template as another Hunter in the campaign's area (an imaginary metropolis in Northern California along the coast) operating under the campaign's Patron's auspices.
  • The PC True Vampire would get the Inhuman Template [200] and their Racial Template [whatever; somewhere around 1000].
    (Or their Racial Template and 200 points worth of customizations instead of the prebuilt templates.)
  • A PC Once-Human Vampire would get the Inhuman Template [200], their Racial Template [whatever; somewhere around 200] and 200 points to spend on further development.

  • Human PCs get their Template [400] and 200 points to spend on further development.
    (Or 600 points worth of customizations instead of the prebuilt templates.)

Plus an assortment of campaign advantages and disadvantages that don't affect their point totals because they don't get to choose them.

I have odd ideas about point balance. :)

Yep! I like my vampires to be attractive, and I, personally, don't find missing bits to be attractive. :)
