That's actually part of the design... that characters can't start with them. The abilities must be unlocked as part of the 'hero's journey'. That said, however, I see nothing wrong if the GM wants to start the players off with a single tier 1 Power in lieu of some other starting advantage. "The needs of the campaign outweigh the needs of the rules."

Charm(3k XP) Every roll the character makes is adjusted one point in her favor.
