I think the answer oddly enough is in the post you referenced in your question about Giant Flashing Elder Sign: https://forums.sjgames.com/showthrea...ht=steal+level

In that post Andrew revised a previous ruling on a different card and justified it by saying; "The game evolves and what seemed like a valid ruling at one time doesn't fit when looking back."

So, given the "Everyone who is tied for lowest, except you, draws a card." is from 09-09-2013 and "If you are the lowest Level, whether or not you are tied for that Level, you discard a card rather than letting people steal a card from you." is from 12-16-2012, I would say the 2013 ruling applies. Of course this assumes these are the only rulings and that no one overrides it.

On a personal note, I think the 2013 ruling makes more sense because if you are TIED for the lowest level you are not THE lowest level player. YMMV.

If I'm wrong, someone will be along shortly to correct me. ;-)
