Jordan stands with his hands in the air for about 10 minutes or so. They are still are watching him, and they're still not approaching him. His arms are getting sore and suffering from lack of blood.

They let you leave the courtyard, walking out of the stone walls to gaze out into jungle-like ruins. The short people have built a lot of new construction to make things easier, and the paths are well used, but the underlying buildings are ancient. Most traffic is between one ruin to another.
At least Three of the watching dwarves from the courtyard deliberately follow him.

I pay them no mind, if they wanted to kill me they would have already done so already. For now Jordan has to concentrate on surviving, he tries to see if there's a way out of this city

Yes, he can head off into the jungle anytime he feels like. The "city" is made of ruined buildings. Finding a path out will take a few minutes, but he can totally do it. The three people continue to follow him.
