Question about "Drive Without a License" in Munchkin Batman

One of the cards of the Muchkin Batman edition has the title "Drive Without a License" with Difficulty 5. The text on the card has the next text: "Only player levels and Accomplices can be used for this Crime."

Are the other players, trying to avoid Crime, allowed to use Police, Batman, and Robin cards or only Accomplices?

Correct. Only player Levels and Accomplices can be used to commit the crime, other players not involved in the combat may use cards as normal.
