Default Psi abilities: Invisibility used with skill

Normally the Invisibility (B63) advantage doesn't use any skill roll. If it is combined with the Switchable Enhancement it can be turned on and off at will.

If it is further combined with the Unreliable Limitation (B116) it needs a roll to be activated or deactivated.

If it is used as a Psi-Power, Psionic Powers offers the option that every psionic ability has an associated skill, used to activate and control it (PP5).

So now my question.
If Invisibility as a Psi-Power is enhanced with Switchable and limited with Unreliable and used with a Skill - is it necessary to make two rolls to activate it? One for the Skill and one for it is Unreliable?

PP5 would suggest so '[...] every psionic ability has an associated skill, used to activate and control it.' And
B116 (Unreliable) says 'This is completely separate from any roll normally needed to activate the ability. You can have skill 20 and still have problems making it work!'

Does it take just one roll to deactivate it? Cause it is not mentioned that a skill roll is required to deactivate it. It would thus just take the Unreliable roll.

That quote is a general one, but PP also goes into more specifics in other sections. In particular, there are some abilities that don't require a skill roll to use (e.g., Psychic Armor, Astral Armor). For those abilities, the only reason to buy a skill is if you want to use power defenses, extra effort, etc.

So, buying Invisibility (Psionic; Switchable; Unreliable 9) would mean that you'd have to roll 9 or less to use it. You would not also roll against skill, because a skill roll always replaces an attribute roll. Thus, it would make more sense to buy Invisibility (Psionic; Requires IQ Roll; Switchable). Then you'd have to buy an IQ/H skill and roll against that skill to turn your invisibility on or off.
