While I understand that it doesn't specifically target footgear, when someone uses the Itching Powder on someone else, S/HE gets to choose what to target, no?
If it is the case, then saying "you lose your shoes" would make it target the victim's footgear, no? Again, if this is the case, since it now targets footgear, saying "But I have bear feet" SHOULD save them, no? If I am mistaken about the first hypotesis and that the victim gets to choose what to lose, then ignore the following ones. However, if the victim only happened to have the bear feet on at that time, wouldn't it automatically target their footgear, thus, leading into the possibility of protecting them by saying that phrase? Note that I do not wish to argue with your ruling on the question, it's more that I'm curious to see if it is possible to do that.
