That is one way, and all volunteers are "mature", but I don't want non-destructive uploading and downloading is ^tech. Also, in gameworld, they'd no longer be citizens; ghosts are wards of state. Military service accrues additional citizenship rights. I'm limiting the available biomods to TL9 (mainly) to cover the bioroid v's biomod difference. Plus lo-tech bioroids are cheaper. Hmm, TL10 red-caps...
