The Altmer's various Vulnerabilities should probably just be a single Vulnerability to Magical Energy, as I don't think there are any other kinds of energy effect in the Elder Scrolls, are there?
Even if not, they certainly shouldn't be getting more points back for all of these than they would for a single one that covered all kinds of magic energy. In fact, come to think of it, I don't think it is limited to magic attacks, so they should really just have a Vulnerability to Energy. |

Yes. ES has Fire, Cold, Shock, Toxic, and untyped (magical). In Morrowind resistance or vulnerability to magic had no effect on fire/cold/shock/toxic; in Oblivion the effects stack.
