The Altmer's various Vulnerabilities should probably just be a single Vulnerability to Magical Energy, as I don't think there are any other kinds of energy effect in the Elder Scrolls, are there?
Even if not, they certainly shouldn't be getting more points back for all of these than they would for a single one that covered all kinds of magic energy.
In fact, come to think of it, I don't think it is limited to magic attacks, so they should really just have a Vulnerability to Energy.

Yes. ES has Fire, Cold, Shock, Toxic, and untyped (magical). In Morrowind resistance or vulnerability to magic had no effect on fire/cold/shock/toxic; in Oblivion the effects stack.

Then untyped is easily categorisable as not Energy and my suggestion stands.

Nope, elemental resistances and vulnerabilities would in principle work against non-magical sources, though I'm not sure ES actually has any elemental damage that isn't internally treated as magical. Altmer resistance modifiers are:
Fire: -25%(Oblivion)/-50%(Morrowind)
Cold: -25%
Shock: -25%
Magic: 0%(Oblivion)/-50%(Morrowind).
Poison: 0%
Disease: 75%
Note that magic resistance in Oblivion affects fire, cold, shock, and poison, while in Morrowind it does not. In both versions it affect all hostile non-elemental magics.

That's my point: Do we assume it just means magical energy or all energy?
Because if it were I, I'd be worried about the difference (before I ran into a burning building, at least).

I assume that Fire Vulnerability means Fire Vulnerability, not Magical Fire Vulnerability.
