Yes, its more like soft cockroach chitin then beetle type. And its not strong as metal, softer then bronze but harder then leather.

It looks good - but I think I would depict them as true amphibians (no gills but can be underwater very long). Only the Elves and the Bretons feels like they have natural Magery (Dunmer and Bosmer Magery +0, Altmer and Breton Magery +1). And I would lower their decease/poison resistance a small bit.

I would actually have done this:

Argonian: -1 IQ, +1HT (or even +2), +1 DX.

Why minus in IQ you say? Because in the fluff, and in the game they always have felt more slow in the head to certain things. But then again it would go somewhat against the Mage finess amongst them and may warrant that they start with Magery +0 anyways, this may be conflicting by some but for my part I feel it more in nature with what I have observed through the games and the new Novel.
+1HT because they are hardened against their swampy environment. And thats why the Resistance advantage should be lowered a bit, as an Increased HT would be a nice scaling of it. And the DX +1 because they are more agile.

I don't think that they are slow. I think this is because they are so different to humans and elves. I also would suggest that they cannot reach a better level then accented in speaking the common language because it is derived from the altmeri(the language of the high elves) which have a completely different oral physiology, which then again makes them slow(er) in express what they are thinking.
But maybe this is too much detail :)

Yes, I'd give them a racial feature similar to DF Reptile Men. They shouldn't have a racial IQ penalty as that would make them suboptimal wizards which clearly isn't the case.

Let me formulate my meaning: Slow to think up things, formulate ideas - but! They have good primal instincts, so they might even get some form of combat reflexes (the Khajit too).

But the -1 IQ is not totally set in stone for me yet... There may be some good disadvantages to represent what I wanted instead :)

I still don't think it's necessary to mentally slow down argonians.
They just seem slow and a bit dumb because they can't express themselfs.

Going by the Oblivion Official Game Guide (OOGG) alone, I would have to agree with RedGuard that Argonians should have different racial templates for males and females. The way the racial templates are built, they all differ between males and females of the race.

Based only on the OOGG and assuming that 40 is average, I’d say:
Argonian: HT -1 [-10]; Doesn’t Breathe (Gills -50%) [10]; Immunity to Poison [15]; Luck [15]; Resistant to Disease +8 [5]
Male: DX +1 [20]; Will -1 [-5]; Basic Speed +1 [20]
Female: IQ +1 [20]

I have not tried to translate their low Personality (I’d give Charisma for high Personality) or the skill bonuses. Some of the nuances could be changed, as one would prefer basic speed and another basic move.
