[Mass Combat] Distributions of Competence

I am wondering how to distribute competence. The simplest way, I think, is to find ways to describe the situation of various State Entities.

What would be a good way to describe these situations?
ex.

• Post Pyrrhic Victory or Loser of the Previous War? (Circumstance after the Consolidation of Caesar Augustus?) - starting with Zero treasury or Debt and a understrength force keeping things running.
• Long, Dragging and Continuous War? (Reconquest of the West by Justinian I) Constant and large conflict and military pressure.
• Constant Conflict? (Hundred Years war) - frequent but small conflicts
• Victorious Campaign? (Gallic War) - a lot of seasoned and professional troops. There is also a great amount of wealth going around.
• Post Expansion? Large tax base, but straining manpower and cohesion (foreign troops with uncertain loyalties).
  

What would be the distribution of Competence in certain situations?
ex.
6 good - good : 10 good - average : 30 basic - inferior (based on cost to raise)
