What you're talking about is entirely upstream of the matter at hand. At least some portion of the control is empirically electrochemical, because it has been taken over by crude electrical means. (Generally one "lever" per individual, but that's just a matter of crudity.) So by the time the medium is observable, it's already in an electrochemical medium. These guys transition to a fictional medium and then back, and save on electrochemical bits; for humans, it just stays electrochemical.
