I'd start by asking your players to describe the sort of character they have in mind, as he'd be 20 years or so from the point where the game will start. This will more or less set out the sort of campaign that suits those characters. Have them generate beginning versions of those idealized characters. Once you have an idea who your PCs are it's easier to see where to take your game.
