GURPS does this setting well. One of my two favorites.

Wait. I don't have my books with me, but I think I sense a problem here.

Your default skill level, the skill level you have if you have no points invested in it, will be listed with the skill in the skill's entry.

For instance, copied from GURPS Lite:

Animal Handling (IQ/A)
Default: IQ-5.


If you have IQ 10, your default skill level is 5.

You cannot and put 0 points in Animal Handling and get it at level 8 (again, from IQ 10). The least amount of points you can spend is 1. Those dashes are there as place holders. Notice they are dashes, not zeros. If you spend 1 CP on Animal Handling with IQ 10, you will have it at level 9 and if you don't put any points in it you have it at 5.

Now you'll know for next session! :)

Yeah if you see a few posts up I think I've pretty much nailed it now.
