Average human has Basic Speed 5, thus Dodge 8. All-Out Defense (Dodge) adds +2, Feverish Defenses (Improved Dodge) gives +2. Total is 12, or 74.1%. That's against a single shot, of course - if the gunman manages 2 or 3 hits, the probability of avoiding them all drops markedly. This is a good reason to not allow Feverish Defenses (at least against ranged attacks) in a realistic campaign.
Of course, someone running erratically at you is somewhat difficult to hit. At least, it frequently is in First Person Shooters (can't speak to what it's like in real life, of course).
