It also says right after that "A dodge against this kind of attack represents an attempt not to be where you think your opponent will shoot, by weaving or ducking at the right moment.". Basically, don't take Dodge in the literal sense of it. Dodging in that case simply means trying to move yourself out of the way where the gun is pointing. You are Dodging the direction the trajectory where the bullet will fly, not Dodging the actual bullet. I agree that actually "dodging" a bullet should be difficult to pull off against a good marksman but still, people with higher amounts of dodge should be more difficult to target than one with a low dodge score. One way to make good shooters having a higher chance of hitting the target would be to permit Deceptive Attacks on ranged attacks.
