Default Dodging bullets

In the GURPS campaign book the dodge part states well how to dodge an unarmed attack or attacks with weapons, throwing knives etc.
But the dodging bullet part is somewhat unclear described. It says:

"Dodge is the only active defense you can take against firearms. But it does not mean you can actually dodge bullets!"

Soo can you or can you not dodge bullets? My friend uses dodge vs bullets but I consider it bullocks. You should at least have the Altered time sense advantage to be able to dodge bullets. But its also says you move or duck "guessing" where the bullet might go. But at no dodge penalty vs a gunshot attack whats the point using firearms if you can dodge bullets as easy as a baseball bat swinging at you? dodging should be more difficult vs a bullet. unarmed attack=slow Gunshot=Bloody fast!!!

A superhero dodges bullets, (but the superhero probably have advantages to be able to do so or loads in DX and HT). Im talking in a realistic campaign, or a sci-fi campaign we are playing at the moment.

Game mechanically, you can "dodge bullets." It's a normal dodge roll, and if the attack included multiple shots that hit, you dodge a number equal to 1 + your margin of success. This is generally explained as dodging away from where you think the gun is pointed, not dodging the bullets themselves.

You can make a dodge roll to avoid being shot. If you do this you are NOT dodging the individual bullets, you are instead reacting to having a gun pointed at you by moving erratically, or jumping the hell out of the way, or dropping to the ground (regular dodge, retreating dodge, drop and dodge respectively).

In none of those cases do you dodge individual bullets, but someone with enhanced time sense and some sort of instant avoid ability (warp, blocking spells, etc) might be able to actually use that ability to get out of the way of bullets, however baring that sort of extreme scenario it is generally considered impossible to react fast enough to get out of the way of a bullet.

You MIGHT allow someone who has enhanced time sense to dodge a bullet as long as it was more then 1/2 of a second away travel time (very long range sniper shots can take up to 2 seconds to reach there targets)

Martial Arts has a number of optional rules that considerably nerfs dodge. You may want to check it out.

Shotguns and also triplex rounds make bullet dodging less effective

The answer to your question lies in the <rapid fire> rules!
A single bullet may easily miss a moving target, that's why you have a more or less good chance of avoiding it with a dodge roll, but if someone fires multiple projectiles you're quickly out of luck...
If e.g. someone fires 4 hits at you, you must roll dodge-3 to avoid all projectiles (and each single projectile makes the full normal gun damage!).

Dodge against bullets really is more difficult than Dodge against a baseball bat. GURPS Dodge basically means positioning yourself such that you are difficult to hit. Such is about as easy/difficult to pull off against a melee attack as against a ranged one. Actually getting out of the way is a Dodge plus Retreat, which you cannot do against a ranged attack.

A moving, erratic target aware that you're trying to hit him and trying to avoid being hit is much harder to hit than one who is standing still (or moving and making no effort to avoid being hit, such as a pedestrian or a jogger). This is represented with a Dodge roll. This is not dodging bullets.
